Description / Abstract: This document describes a framework for enabling Service Purchase and Protection for Flows, as defined in [2], Clause 1.11, over the Forward Link Only network using customer selected upgradeable Key Management Systems. It describes the OpenCA framework that includes necessary blocks for ensuring interoperability between any Key Management System.
